Roast Beef with Gravy Empty

18 lb Beef, boneless, inside round
1 ½ Tbsp Salt
½ tsp pepper
2 quarts Water

Gravy
1 ½ cups Flour
1 ½ cups cold Water (and additional Water as needed)
1 ½ Tbsp Salt
½ tsp Pepper

Season meat with salt and pepper and place in roasting pan. Place roast in oven
at 450o for about 30 minutes (until brown). When meat is brown, add 2 quarts
water and reduce heat to 300o. Cover and cook slowly until tender
(about 3 hours). Add water as needed. When meat is done remove from pan.
Let stand ½ hour before slicing. For gravy stir flour and cold water with a wire
whisk until smooth. Add to drippings in pan. Remove excess fat and add
water to make one gallon of gravy, stirring with whisk until smooth.
Stir in salt and pepper.

Arrange sliced beef in pans and pour gravy over.
Cover and return to oven to keep warm until serving.
